The entire point of the webring is for each board to have an independent homesite, so one board getting pulled won't mean others get pulled. The more decentralisation, the better.
Obviously there are the smaller fringe boards which have a right to exist, and they ought to be evenly spread across the webring until they grow large enough to sustain themselves; and thus branch out. Nobody has a problem with /tg/ living on Smuglo. Having too many fringe boards in one place defeats the point of the webring and in turn makes the larger board-sites into larger targets.
The very fact that /cow/ is not the largest (or at least among the stable largest) boards on its own bunker is indicative that the larger boards are not using the place as a shelter as a result of lack of posting rate; but that they're simply leeching off of /cow/'s >collective good will. The large amount of smaller boards also defeats the point of decentralization; moreso given the already 'risky' nature of /cow/s subject (at least, risky in the PoV of people who would go out of their way to get the place taken down). There's already been the Гунтstream drama where Ethin sent his goons to infiltrate the Cytube, then 'ironically' report Julay to service providers, before they rightfully got the boot.
