Carl Jung, hell all the way back to Jesus and the Buddha, will tell you that sparing evil or worse being "good" to evil (ie, enabling them to commit more wickedness by your resources and tolerance), is just as evil as if you were committing those acts yourself.
Because their continued evil would not have happened had you put your foot down and nipped it in the bud. It's why you don't "help" chronically bad people, they see your kindness and generosity as tools to exploit for their fun and profit.
"Right to live"? There are no rights other than what you can protect or more powerful organizations can protect for you (usually they don't, and always they eventually don't once they grow tough enough to force you on your knees to lick their boot) and even if there were, what "right" does a galaxy-spanning cybernetic infection, hive-minded, zombie apocalypse to exist? Can the Borg even be called a race, culture, society, or civilization at all?
This is also why the so-called moral conundrum in fantasy gaming communities, that is "Should I kill the baby orc, even though it can't even do anything evil yet?" The answer is yes. Always. Inherently evil races should always be destroyed, especially before they have a chance to act. Or the innocent blood they shed will be on your hands.
